Pre-heat oven to 350 deg F. Cut bell peppers in halves and remove seeds.
In a pan on medium heat, brown turkey. Add minced garlic, onion, black pepper, and cumin. Stir and cook for 2-3 minutes. Add rice and salsa. Mix well.
Put bell pepper halves on a cookie sheet with aluminum foil lining the bottoms and divide turkey mixture evenly among them. Top with cheddar cheese and bake for 8 minutes.
Garnish with cut cilantro and serve.
